In a notable legislative achievement, Hon. Sesi Oluwaseun #Whingan , Member of the House of Representatives for Badagry Federal Constituency, has successfully guided the Decarbonisation Bill through its second reading in the House of Representatives.

The legislation, which aims to establish a Statutory National Decarbonisation Authority, was debated and approved in principle under the leadership of Deputy Speaker Hon. Benjamin Kalu. Its passage represents a significant step toward a structured national approach for reducing carbon emissions and addressing climate change challenges in Nigeria.

The bill outlines a detailed framework for the country’s transition to a low-carbon economy. It mandates the development of a monitoring, reporting, and verification system to track emissions across sectors, ensuring compliance with national targets. In addition, the legislation proposes dedicated funding initiatives, including the Nigerian Green Transition Facility and a Just Transition Fund, aimed at supporting vulnerable communities and workers impacted by the shift toward sustainable energy.

Hon. Whingan, who also chairs the House Adhoc Committee on the Mandatory National Decarbonisation Programme, described the bill as “a forward-looking measure designed to harmonise Nigeria’s climate commitments with economic priorities, while positioning the nation as a responsible actor in global sustainability efforts.”
